Programmable Image APIs v1.0, GenAI API v1.0

Starting in June 2024, we are refining our use of HTTP status codes to improve clarity and compliance. Previously, the 429 status code was used to indicate both rate limit excess and depletion of client credits. With the latest update, the 429 code will solely represent rate limit violations, as originally intended. For scenarios where a client has used all their pre-purchased credits or reached a subscription limit without an enabled overdraft, the 402 "Payment Required" status code will now be returned. This change ensures that responses more accurately reflect the specific nature of the access issue, allowing clients to better understand and resolve their service interactions.
